Stated support for the installation of charging stations for e-cars in Spain

The Spanish government has set itself the goal of zero-emission mobility by 2050. To achieve this, it was decided to close the price gap between internal combustion and plug-in models with a financial aid called MOVES (MOVilidad Eficiente y Sostenible).

The Plan Moves III is the third edition of the support program for electromobility. It is part of the European Economic Recovery Plan and has a budget of 400 million euros distributed in the form of direct aid for electromobility and charging infrastructure. The government has committed to doubling this funding if there is sufficient demand.

How much aid can I apply for to install a charging station?

The aid for the installation of a charging station corresponds to a percentage of the eligible costs and varies according to the type of beneficiary.
For individuals, self-employed persons, owners' associations and administrations without economic activity, the corresponding aid is 70%, except for installations in municipalities with less than 5,000 inhabitants, where the aid is 80% of the eligible costs.

Companies and public institutions that install a publicly accessible charging station with a capacity of more than 50 kW can receive a subsidy of 35 %. The subsidy is 40% for installations in municipalities with less than 5,000 inhabitants. If the invoiced company is a medium or small company, the percentage of the subsidy is increased by 10 and 20 percent, respectively.

For companies or public entities with economic activity that choose to install a private or public charging station with a capacity of less than 50 kW, the MOVES 3 subsidy is 30% of eligible costs and 40% for installations in municipalities with less than 5,000 inhabitants.

This is a not inconsiderable contribution that significantly reduces the final cost of the project. For example, a private individual who installs a charging station in his own home and has paid €1,500 for the installation of the charging station can receive a grant of €867.7. If the beneficiary lives in a municipality with less than 5,000 inhabitants, the MOVES III grant amounts to €991.7, so the final cost of installing the charging station would be around €508.

The MOVES 3 plan also provides for aid to condominium associations wishing to carry out pre-installations or installations of charging stations; these measures are also eligible and the aid may amount to a reduction of up to 80% of the project cost excluding VAT.

Who can benefit from the subsidies?

Beneficiaries of the aid may be: natural persons, communities of owners, legal persons and other entities whose tax number begins with the letters A, B, C, D, E, F, G, J, R or W, as well as other entities and the public institutional sector.

What counts as eligible costs?

Eligible costs include the charging station, protection measures, legalization of the installation, construction works, engineering and project management costs. In short, in most cases, the subsidy is calculated by multiplying the subsidy percentage by the cost of the project excluding VAT.

When is the application deadline for MOVES III?

Installation of a charging station performed and invoiced after April 10 is considered eligible if the final beneficiary is a private individual, self-employed person, community of property owners or administration without economic activity.

For companies or administrations with economic activity, a MOVES III grant must be applied for before the installation is carried out.

This is one of the innovations of MOVES III compared to MOVES II, which mainly benefits private individuals, as they do not have to wait for the publication of MOVES 3 by their autonomous municipality to receive funding for their installation.

The Efficient and Sustainable Mobility Incentive Program runs through the end of 2023, and funding allocated to the MOVES III plan can be increased to 800 million if there is sufficient demand.

Who applies for the subsidy?

For the installation of charging stations in Andalusia, Galicia and the Community of Madrid, the installation company must submit the aid application.
In the other autonomous communities, the beneficiary is responsible for the procedure.

Is there an upper limit per beneficiary?

The MOVES-3 regulations impose a ceiling of €5,000 per dossier for private individuals and a ceiling of €800,000 per dossier for companies, administrations and condominium associations.
