According to recent reports, new quarantine regulations for travelers returning from high-risk areas will go into effect on Nov. 8, 2020.

The German government has published a model quarantine ordinance for this purpose. This is - as the word implies - a model that the federal states can follow, but do not have to. This means that each federal state can adapt the ordinance to suit its own needs. So it remains open how exactly the entry conditions will be.

This is what the model quarantine regulation says:
If one enters the Federal Republic of Germany from a risk area, one must go into quarantine for 10 days. After 5 days a PCR test is possible and can lift the quarantine if the result is negative.

Important for Mallorca residents:
Those who visit 1st degree family members in Germany and do not stay more than 72 hours in the federal territory are exempt from the quarantine obligation.

The entire ordinance can be read here.
